San Antonio has seen a continued rise in its homeless population, with the latest Point-in-Time Count showing a 7.5% increase in individuals experiencing homelessness from 2024 to 2025. This follows a 6.9% increase reported between 2023 and 2024.
In response, District 2 Interim Councilmember Leo Castillo-Anguiano has submitted a City Council Request (CCR) aimed at evaluating the effectiveness of current homeless services and introducing two new programs focused on chronically houseless individuals. The CCR seeks to assess service outcomes and guide future funding decisions.
“As someone who is deeply committed to supporting our houseless neighbors, I believe San Antonio’s response must be rooted in dignity, prevention, and partnership. This CCR asks staff to explore the feasibility of practical, community-centered strategies that remove unnecessary barriers and expand immediate housing options, create pathways to stable employment, and use data to guide where public dollars will do the most good. It also requests a thorough review of outcomes so that every dollar is judged by how many people, including children and those who are chronically houseless, are sheltered, stabilized, or kept housed,” said the Interim Councilmember.
The request was filed on September 24 with backing from Councilmembers Edward Mungia (District 4), Teri Castillo (District 5), Ric Galvan (District 6), and Marina Alderete-Gavito (District 7). The next step will involve a hearing at an upcoming Governance Committee meeting.
